The Grand Valley Drainage District, unable to persuade voters to approve a tax, simply began charging customers this year for work it should do with tax money, Mesa County and the Grand Junction Area Chamber of Commerce said in court papers. The county and chamber this summer sued the drainage district to stop stormwater charges that the district sent out to nearly 40,000 property owners in the spring.
