Backe spoke in the past tense because the Colorado Division of Insurance has decided to bar Colorado HealthOP from selling policies next year due to financial solvency concerns, after it and other insurers received far less than they were entitled to under a federal risk-based reimbursement program. Now, Backe said, he's looking at paying between $1,600 and $2,000, or up to 38 percent of his income, for insurance from another carrier.
