That was the conclusion reached by Segal Consulting, the Greenwood Village-based firm Mesa County hired in February to offer advice on the county's in-house medical, dental, vision, life and long-term insurance plans. The county had $7.69 million in medical claims and administrative fees and $675,000 in dental claims and administrative fees last year, plus $2.27 million in pharmacy expenses.
