The veteran Grand Junction police officer who fatally shot a teenager May 19 at a downtown park is back on the job after an internal review concluded the force was consistent with department policy. Eight days removed from the incident, Police Chief John Camper told staff in an internal email sent Wednesday that leadership-level police staff had finished an "initial review" of the internal affairs investigation of the shooting death of 17-year-old David Gaines by officer Martin Donohue.
