A 55-year-old man is facing eight separate charges of sexual assault on a child and four charges related to aggravated incest after his arrest on Tuesday morning, according to Mesa County jail records. The charges against Richard Arlen Howell stem from several incidents that span nearly eight years that likely took place both within and outside of Grand Junction.
