Managers of several homeowner associations in Mesa County and elsewhere across Colorado urged a House panel Monday to roll back some of the regulations the state has imposed on how HOA operators are licensed. But the panel, the House State, Veterans & Military Affairs Committee, killed it on a party-line vote, saying that new rules the Democratic-controlled Legislature has approved over the past few years haven't had a chance to work.
